arrangements for the payment of the salaries

of officers on short leave, which is dealt

with in paragraph 4 of your despatch No.241

regarded as desirable that payments should

except under formal authority from the officer,

and when a payment has been made under such

authority, the subsequent signing of a paylist

is unnecessary, as the acknowledgment of

the Bank adequately vouches the charge.
